Exeter City Council by-election results

Labour remains in control of Exeter City Council following two by-elections in Exeter on Thursday 1 May. 

After Thursday’s vote, Labour has 22 seats, with the Green Party on seven, Liberal Democrats on four, Conservatives three, Independents two and Reform UK on one. 

Reform UK won its first seat on the city council by taking Mincinglake and Whipton. 

Labour held its seat in Topsham, with the election of James Cookson, following the resignation of Joshua Ellis-Jones earlier in the year. Turnout in Topsham for the by-election was 39.86%. 

Tony Payne became the first Reform UK city councillor after his victory in Mincinglake and Whipton. 

The seat was previously held by Labour until the resignation of Naima Allcock earlier in the year. Turnout in Mincinglake for the by-election was 34.9%. 

Counting for both the by-elections took place at the Riverside Leisure Centre overnight. 

The two by-elections were the only city council elections, as the council operates in ‘thirds’, meaning there are normally no elections every fourth year. 

However, elections were held across the city for Devon County Council. Counting in the county council elections in Exeter got underway at the Riverside at 10am on Friday.
